Unironically, the entirety of Brazil is the subject of jokes, by brazilians themselves hue

South Region - nazis, closeted fags (mainly Rio Grande do Sul) and funny accent.
Southeast Region - crime(mainly Rio) and funny accent (from the ppl of Minas Gerais).
Northeast Region - high concentration of pardos, funny accent, no water/poverty and big-headed (mainly the ppl of Ceará).
West Central Region - most of the jokes about Minas apply to them too, and ppl joke about corruption when talking about Brasília.
North Region - High concentration of native-americans everywhere you go, basically no technology, aliens (mainly in Acre) and the entire region is a big-ass forest.

In Spain: As Gixajo said, Lepe, in Huelva province, Andalusia. There are so many other jokes about them. I got another one:

In Venezuela: The rest of Venezuelans make some fun of Andean Venezuelans (who they call "gochos"), for them being some more serious and reserved compared to other Venezuelans, who are in contrast more chatty and boisterous.

Then many Venezuelans find it funny the name of the Venezuelan city of Barquisimeto (its name is of Amerindian origin). In Spanish the verb "meter" (to put in English) in first person is "meto", which depending on the circumstance can sound like the sexual act of putting one's dick into a woman or somebody. Then, the last two syllables of the word Barquisimeto sound like "YES, I put on", and the whole name of the city sounds like "Barqui YES, I put on". If you add to that that the Spanish word "Aqui" means "here" in English, Barquisimeto almost sounds like "YES, I put on here" (like in this hole or something), except that the word Barquisimeto doesn't start with "aqui" but with Barqui, but it sounds kind of similar to "aqui". Is hard to explain but it sounds very funny in a sexual sense for a Spanish speaker.

Similarly, the name of the Venezuelan state of "Cojedes" (also of Amerindian origin) also sounds very funny in a sexual sense to Venezuelans. The Spanish verb "Cojer" in its formal meaning means to pick something up, but in the different Latin American Spanish accents (including the Venezuelan Spanish) "cojer" is also used as a slang word to say "fuck with somebody". Now you can imagine how funny "Cojedes" sounds to the ears of Venezuelans or any Latin American person in whose country the word "cojer" means fuck.

Something similar happens between Caracas and the rest of Venezuela. There is a saying coming from people from Caracas when they refer to Caracas Vs the rest of the country, that says "Caracas es Caracas, y lo demas es monte y culebra" (in English: Caracas is Caracas and the rest is woods and snakes), which is not entirely true, because Venezuela has many important cities, besides Caracas, even though Caracas is the biggest Venezuelan city.

Marseille: For being inadvertently funny with their accent, displaying overly machist attitudes, being lazy and swearing every 3 words like it's a form of ponctuation.

Calais: For being inadvertently funny with their accent (Chti), as well as allegedly dumb, poor, unemployed and incestual.

Few other places are made fun, mostly just for the accent but it's more anecdotical than those two opposite north and south, which applies to the areas around to some extent.

Aside from Irish and Welsh jokes, usually Liverpudlians get the most stick, as they are often stereotyped as dumb, common and criminal-minded. (As it happens, Liverpudlians have a high amount of ancestry from the two aforementioned countries, though I don't know if them being the butt of jokes has really anything to do with that too).
