Don't be naive, there are about 300 variants of communism, most of them created to hide the real long term objective. Taxing capital gains is a start, many other communistic measures would follow, make no mistake about it.

The two main types of Communism are Marxism-Leninism, which advocates for a 100% nationalised command economy, and Anarcho-Communism, where everything is owned by communes and cooperatives. This is neither. It is just a pragmatic move to increase the State's revenue for necessary spending and projects. The Cold War ended three decades ago. Move on.
