That is because racism is at least as much if not more to do with personal feelings and actions, as it is to do with systems. It is only White supremacists and silly Leftists who believe (albeit for rather different reasons and motives) that White people cannot be the victims of racism, discrimination and rejection. As for Mexico specifically: do you not see that a major part of Mexican history and identity revolves around not being American? Therefore the notion that people who look gringo would be universally adored is really naive, to say the least.
