DOesnt excuse it. Cant do evil to the innocent, if youre a victim to abuse/bullying
But these are also just kids. Kids arent mentally mature enough, so its nothing suprising you have something like that happening, though its still cruel(since kids can do fucked up shit without thinking about it, like bullying or even torture animals....still shouldnt be ignored)

I know you like to create shitstorms for your own amusement, but I bet even to you it's well known Gypsies are some of biggest bullies in school system, often beating kids, even teachers or stealing from them.
They're in gangs and have lot of older relatives ready to defend them in case of need so they feel confident to terrorize local children.
It's one of main reasons in Croatia white Croats are taking their kids out of schools with significant Gypsy numbers.
