Slovenia is not Balkans, historical part of HRE. You see the difference of being Western there.

The only difference is Western Europe receives lots of (mostly) non-white immigration.

It's because of Western European states themselves. Official policies of those states are about keeping their former colonies under check and control, best way to keep under control is to keep poor and underdeveloped. As you are typing here, French are working deeply in their networks to keep Algeria, Tunisia, Mauritania under control and some bombs explode in Niger and Burkina (who triggers them?) with French soldiers intervention being thus justified over there. Or UK preparing to give citizenship to 3,5 million Hong Kong people to congratulate them for their brave democratic stand, somewhat undermining Chinese state control and image, and boosting presence in places like Tanzania and Zimbabwe. With even Portugal holding onto Angola.
As a result, the wealth is concentrated in Western Europe and those people from those countries flock to Europe. That is planned process. And Balkans people are used as toilet cleaners in more developed countries, or simply their bodies serving as sex material. They somewhat also enter category of colonized nations.

If Balkans would had life standard of Austria and rest of west Europe, fertility here will be 2-2.2, enough for natural replacement of native population.

I feel that the population reduction in the Balkan states is due to emigration of the locals. Without it, there wouldn't be any population reduction basically.

As for Greece, I think that the fertility rate now stands close at 1,5.
