No. Tashkurgan wasn't ever part of Tajikistan/Russia. It was part of China before Tajikistan came into existence as a political unit. China hasn't ever taken land from them. There are also Tajik Pamiris in Afghanistan.

It is hard to have Russians triggered by playing on fear, they are snow bears and cold people.
China rose step by step, secretly, when Americans were in the euphoria of cold war victory and crowing over the power of the nation which is in reality barely a few hundreds of years old. In the meantime China was growing economically, investing in its infrastructure, developing its army, expanding its trade all over the world and especially Africa. Unlike White man, the China man does not boast about his success, he proceeds with all secrecy.
The rise of China isn't comparable with the rise of Japan in the past century either. The Japanese do not have required historical background and experience of ruling vast empires, China has. Japan was doomed to fail, and they did by capitalizing on US fleet defeat in the Pacific instead of advancing West in conjunction with Germans.
Anyway, It looks Chinese entered the club of the giants to stay there.
