Cannot say about Europe but in the New World people still relate level of whiteness with light traits which is a mistake.

I dont consider myself and my gf white individuals but I will use both of us as an example to explain my point.

Genetically I am more european than my gf (90x77) but if I say I am whiter than her people would laugh at me cause she got pale skin, light eyes plus light brown hair while I am a typical light brown skinned individual with dark eyes and dark hair (almost black).

So I don't see reasons for europeans using words like 'white' because today it is distorted in many ways. I believe 'Native European' fits better for you purpose. You automatically wont consider Gypsies, Jews, North Africans, West Asians, Mixed-Race people because they are not 'native europeans' no matter if they are born in Europe. Just like being born in Americas dont make me 'native american'.
