    Yes I should have been more clear. Maybe Islam is less institutionalized but they have stronger violant Islamistic tendency than others.

    To be fair the question was not what is the most secular state but who are most prone to fanaticism.

    Azeris aren't Persians. According to polls, Azeris (from the Republic of Azerbaijan) are on a different level of irreligiousness compared to their neighbors (Iran, Armenia, Dagestan, etc). They're kind of an exception in the region.

    I would say the most irreligious Muslims are Azeris, Central Asians, Volgans, and Albanians from Albania. The next group behind them would be Turks and Bosniaks. Then the next group below them would probably be Iranians. I don't think Iranians are all secular and liberal, but they're more so than Arabs but less so than Turks.
