Both. Or should I say all over the place. Due to valleys and mountains isolating communities. Here is a map of the various groups of Norwegian dialects. But within each group there are also significant differences, at least to a native speaker.

Mine is South-Western, and within that red area there are dialects which I would not consider similar to the one I speak. I can tell with ease which part of my municipality people are from when they start to speak.

I do not know how to answer this question, but they likely more differ in north-to-south direction. Two Polish dialects that are often regarded as separate languages are located in two extreme directions (north-Kashubian, south-Silesian), but I'd say that only Kashubian merits a status of a language.

The biggest variation of dialects is in the south. In Upper Silesia apparently every little town / sub-region has its own little dialect and people easily recognise where some comes from / or where they grew up but they are mutually intelligible.

Do Austrians understand Bavarian speaking their dialect?

Definitely North - South for Portugal but that would be expectable since our territory is around 700/800 km from north to south and only around 200km west-east.
