My neighbor is abusing his dog

It's been several weeks that I've been suspecting this as I always here the dog crying. Until today when my sister visited me and saw him beating the pet. Not only that, she told me the animal is was skinny.

Firstly I didn't even know he had a dog. We don't talk that much to be honest. I only usually see him like twice a year.

Supposedly he was upset that the pet ran away. I think he doesn't feed him and this is one of the reasons why I always hear it crying. It's weird because I always assumed the noise came from outside.

The pet is crying right now. I bet he is mostly likely hungry. Poor animal.

I truly need some advice about what I can do.
