It really depends on their training, Jordanians, Saudis, Lebanese have all showed their proficiency in combat, even Iraqi's really were decent fighters they just never modernized; there was some efforts like the T-55 Enigma project etc. ISIS are shit humans but militarily they did really well for what little resources they had. Yemeni's are also nothing to brush off, they are probably the most martial race in the Gulf and they have had the most influence on the N.E Africans.

By nature pretty much any conscript ran military organization is going to be disorganized that's why the smarter ones use human wave attacks so they can off set their lack of skill, morale and disorganization with sheer numbers and imposing equal chaos among more organized armies. The issue isn't their nature, it's the fact that their leadership is based off political not battlefield merits and they are conscript armies. Hezbollah, the Lebanese Christians etc do so well because they operate under small unit guerrilla tactics, they aren't fighting conventionally and thus are easier to control/gain experience. The same can be said about how the Jordanians have been operating in recent times as small unit specialized teams instead of just throwing a bunch of barely literate peasants at the enemy.

Also I wouldn't call any of the historical Arab armies in modern times unorganized they mostly just used poor Soviet tactics that the Soviet themselves who participated in some of these wars in the middle east couldn't manage to make work.

This is a reason why Russia today is so successful they have learned from the errors of the Soviets and the current Federation.
