In which stage (time or generations etc.) those can start to be called as Germans? Or ever?

Probably 8 and my father as 10 (he's extremely typical: can't pass as anything but German). When I go there it's like "going back home": everyone automatically assumes I'm a local... Same happened when I went to Aarhus (DK): in Jutland people look markedly different from insular DK and similar to English (more neolithic types, majority of adults is definitely not blonde).
