I looked into it, and "Stadrat" translates (in English) into Councilor, or Councilman; "Stadtrat" on the other hand, translates into City Council.
I sometime just call them Members of the City Council, but that's just my casual way of talking about it. Mayors (Bürgermeister) are often in more urbanized areas.
