Not all Montenegrins are anti-Serbian. Some are declared Montenegrins and anti-Serbian, some are declared Montenegrins but for good and brother relations with Serbs, and some are declared Serbs and even exist bigger Serbian nationalists among them than among Serbs outside of Montenegro.
Yes, they shoud have own cluster. Dividion on Serbs and Montenegrins in Montenegro is only political.

The Orthodox pro-Serbian block has won the elections and can create a government. But taking control of the state is another thing. You need to take control of state and military institutions. You must have the army, police and intelligence on your side. Mayors must be appointed by you. Central Bank, medias, financial system must be under your control too.

The Orthodox block still has long way to go. Likely over the past 30 years, the pro-EU, pro-Catholic elements have set up a state apparatus under their own control.
