Serie a in the 90s is the best league of all time. La liga has been the best league for at least the past decade, but I feel like the claim of being the best league has recently shifted towards the premier league.

It has to be Premier League for last 10 years or so. The top competing teams are much more closer to each other and they're more teams winning the league title, not just 2 or 3, or 1 like in Germany.

Premier League has been the best league for some time now. It is the most competitive and has the highest number of teams that can realistically win the title.
La Liga is just Madrid vs Barcelona.
