If you're counting Ashkenazim as the majority the average North European is ~13 according to the spreadsheet.

Personally the way I'd go about doing Israel (if you're still interested in updating these maps) is to average Ashkenazim and Sephardi components. They are similarish groups and (while there's some variation in Sephardim) together account for >50% of the population. If you'd rather use an unmixed plurality than a majority, then Ashkenazim are probably the most accurate pick.
