Actually, there's always less topless women on the beaches (and I've never done that, by the way). It has become very rare. There's a wave of prudishness overwhelming France.

i dont want this to sound wrong but if she was wearing something that showed her cleavage, idk why she was surprised that people were looking at her breasts. it's pretty common knowledge that people will look at cleavage if it's right in front of them
edit: i don't think she shouldn't have been allowed in the museum and i'm not justifying people sexualizing her, im just saying that when people see cleavage they will most likely look at it

Is there any evidence this occurred as she claims?

And cleavages are traditional in our societies:

The museum is state owned (I think?) which means it is ultimately financed by the French taxpayer. I wonder how many French women, who're taxed, and taxed liberally, to pay for the museum would approve of this decision. My guess is quite few tbh.
In any case, yes, she has large breasts which can be very distracting to some people. Fine. And? she is wearing a normal dress, nothing extraordinary. As she says herself, the only extraordinary thing about her is the size of her breasts. So to me, this sounds like arbitrary discrimination and she is right to be indignant about it.

I mean her tit looks like it’s about to pop out. Sometimes I feel like women purposely do this kind of stuff to cause a scene.
Sure the girl with smaller breasts wouldn’t get in trouble but that’s cause there’s no worries about a damn titty popping out in public. Life isn’t fair. Stuff like this is so trivial when it comes to women’s rights imo.
What’s done in darkness will come to light

Sorry for her. But when you are a woman and travel in a muslim country, you know you will have to cover yourself according to the sharia.
