Intramuri Buenos Aires City +400.000(13%), Extramuri the number is bigger.

But even then most of them come from bordering countries rather than further afield. BA isn't London or NY by any means.

I notice that there's very few foreigners in Africa. Africans are racists, they should welcome more diversity.

I also notice that most of the cities with a lot of foreigners are in countries in majority White. That must be the systemic racism at work.

Note how not a single city in Latin America, Africa or South Asia is in the one million plus category. What's more, most foreigners in Singapore and Hong Kong are probably mainland Chinese and (in Singapore's case) Malays, with the odd Indian here and there.

I'd say Buenos Aires and Santiago are both in the plus 500,000 category. Buenos Aires is probably super close to 1,000,000 foreign-born residents. Don't know about Sao Paulo to be honest.
