    Everyone has own definition. Mine would be from a cultural and historical perspective.
    Western Europe is made up of Protestant Northern Europe, Catholic Latin Southern Europe and Central Europe which would be Catholic Non-Latin Europe thus roughly from Hungary to France.

    Eastern Europe is the Orthodox civilization. Bulgaria, Greece, Russia, Serbia, Ukraine, Romania and few others.
    Muslim minorities in the Orthodox countries are more alien though and do not qualify for Eastern Europe.

    Kosovo, Bosnia, Turkey are not Eastern Europe.

    This is division of Europe according to UN (not that I agree with it, but to remind you some very important global bodies like United Nations see Serbia as south euro)

    There is no orthodox civilization. Russia has more in common with poland and Greece with south and central italy than either of the two with Bulgaria

    I don't think so, but who knows
    After a short research for my area(Białystok-Lublin part) it's mostly because they still didn't find a company which would make it. Also all procedures to make a project were highly delayed(protests etc because they had to go through Biebrza National Park and decision was made without agreement of local people, still there's no agreement). I found an articles saying it will be ready to 2024, now I found ones with deadline at 2029. I guess countries which had shorter distances to prepare as Slovakia or Greece finished their work though

    I don't see lot of similarities between Polish and Russian culture. If you ask me, Bulgaria is undobutedly closer to Russia than Poland is. Even liguisticaly.

    Southern Europe isn't only limited to shores of Med Sea. I don't see Serbia as southern Euro though, but southeastern which is obviously either south part of east or east part of south depending on the perspective. Or simply both.
