You're mixing Serbian nationalists with Serbian/Croatian/Slovenian communists who grabbed power in 1944. In 1941, Hitler offered the Yugoslav government (dominated by Serbian nationalists) Macedonia, including Salonika, if the Yugoslavs joined the Axis. They said no.
