Irish are Northwestern as are Scots, Welsh and so are the English. They would look closer to Dutch than German but it hasn't really anything to do with being Celtic or Germanic but more geographic just like genetics. You are closer to your neighbour for instance and even within the Isles there isn't a Celtic cluster. As the English are closer to the Irish and Scots than the Irish and Scots are to the Welsh and vice versa. The Insular Celts spoke Celtic languages but the genetics are more geographic based.
The Celtic question now just comes down to language so the most Celtic as far as retaining their language are the Welsh followed by the Irish. A tiny fraction of Scots speak Gaelic and the Cornish language died out a century ago but I know they are trying to revive it. So it would go Cornish, Scottish, Irish and then Welsh.

Anyway is there really a Germanic look? I think these things are more on a continuum. Austrians don't look like Norwegians for example. I think these broad categories that people use aren't accurate and don't really make sense but that is my opinion based on logic and genetics. Difficult to get people out of this space though.

But a lot of Germans aren't of that phenotype. It most likely has no genetic basis either because anthropology is pseudo-science. Granted there are certain types of looks more prevalent in certain countries but if you look at something like Atlantid people that they classify this as have no genetic relationship whatsoever and you could have a brother who is an Atlantid and another brother who is Tronder. And what exactly is a Celtic look? Is it Irish who most likely have very little continental Celtic genetics.
Anyway it's all interesting to discuss.
