There are more variables than wanting it and earning it.
Political victories dont always come down to who was / is strongest nation in terms of fighting .
One nation can have stronger/braver more capable fighters but doesnt mean that ensures winning , you have to factor in lots variables, historically in certain situations some nations have been given enlarged Territory by allied victors simply as politicalo manouvering ...to disempower certain regions even with the deliberate knowledge sometimes that the newly enlarged territory will never amount to much.... and this was half the reason for redrawing borders in some cases.
