Nah, Borat is definitely a mockery of Eastern Europeans. He's based on a Russian Cohen used to know, Borat was even Albanian for awhile, before becoming Kazakh finally. Kazakhs are irrelevant in the long run and he knows Americans won't even know the difference anyway.

All Borat's characters are based on historic enemies of the Jewish people, Borat = Kazakh/Cossack/Eastern European(who overall were not "enemies", but for instance Polish Jews usually looked down at ethnic Poles even though the nobility let them live there after being removed from W. Europe) in general, Bruno = Austrian, The Dictator = Colonel Gadaffi, Ali G = originally based on UK Pakistani youth culture.

Yeah, he's basically a dude from a former Soviet republic and Kazakhstan was a brilliant choice since 99.9% Americans know nothing about the people or their customs which gave him all kinds of freedom to make up bizarre customs for comic impact. Really the perfect character for exploiting American sensibilities.

Overall, funniest Sacha Baron film after the first Borat albeit obviously biased and centered towards American politics and released before the US elections for a reason.
