Unfortunately world crisis came and Baltic tigers are now only Baltic cats, as for Ireland looks like they have economic troubles too.

Yes the big cities and eastern Latvia are full of Russian , Daugvapils has more than 60% Russians!!!! But my small hometown is in western Latvia , kurzeme region, we have less Russians. But they become more and more.

No offence, but Latvia is a poor, backwards nation readily willing to allow its young workforce to leave and populate elsewhere in Europe.
Guernsey was full of Latvians before I left. They literally displaced the Portuguese.
