Balkans is very broad concept.I noted for a reason "Celto-Illyrian" genetic cluster (north-western Balkans), connected with Central Europe and "Thracian"/"Greek" cluster (southern and south-eastern Balkans), which differ between each other. South-western Ukrainians belong to "Celto-Illyrian", they have strong western/south-western influence and their genetics cannot be explained by the mixture of Slavs and Vlachs. I think, that Vlach influence was very little, Ukrainians assimilated more ancient non-Vlach substrate.

If you do not have recent Balkanic ancestry and score a bit of Greek and Balkan on 23andme that means he had Balkan admix

We can talk about some influence/admix only if we have pattern to compare with. South-western Ukrainians have some specificity compairing with average Ukrainian, but also some specificity have northern Ukrainians, central Ukrainians and others.

There is nothing more accurate than this at the moment, more accurate than 23andme or AncestryDNA

BUT you should choose populations realistic for your ancestors, it can also give realistic ancestry proportions with all samples, but if you are mixed choose populations ( I recommend Genoplot )
