The clade looks to be Thracian-related so supposedly came from the native Balkan admixture. I have to also note the presence within Finns and Tatars, but this would be a small odd if you ask me.
Kardzhali has a dense Turkish population, therefore overrepresented in terms of DNA when considering it is just one city, I have got 60 samples from there. In terms of averages, it would have the most East Eurasian score which is being around 8%. Individuals I posted with more than 10% EE also were usually from Kardzhali. So indeed some concentration is present there, but in overall, the amount is not something radical as the total average of Balkan Turks would be between 6 and 7 already. And there are a few more regions in which these individuals with +10% EE are present.
Besides genetics, Kardzhali is historically(post-Ottoman) almost 100% Turkish city.
