    NGOs who worked with the government and World Bank. Wouldn't have gotten published without their approval. The government doesn't want to count more than once in 10 years and even then superficially, so this is why the work is outsourced to those who can do it better.

    No NGO in Romania has ever done something even remotely similar to a census. They only do polling, which when it serves own interests is mostly trash.

    For your piece of mind I can look up the actual number of gypsy children enrolled in primary school (we'll look at primary school because school abandonment is high after that class level among gypsies).

    This has multiple advantages:
    * it's from an unbiased source (the government)
    * it is census like (every single child in school is counted)
    * it doesn't rely on self-identification (school administrators, not children nor parents, have the final say in who is counted as gypsy). Btw, school administrators are also interested in declaring a higher number of Roma children because more resources are given to the school, so it's not going to be an undercount.

    There are parts of Belgrade where Gypsies live, but it is not downtown and city center, where you probably spent these 10 days.

    There are 27.000 Gypsies in Belgrade according to census 2011. Other serious estimate is about 40.000 Gypsies in capital city.

    Other estimates of "half of million Gypsies in Serbia" is exaggerating.

    It's enough for me to walk 50 m down the street to see at least one and I live in the center.

    Because out of the thousands I've seen pass me by, maybe two or three times they spoke something other than Serbian. Or on social media that's how they communicate too. Very few schools have an option for those children to be taught the Romani language and even that's something that started recently out of political correctness.
