Brown-hair is very diverse to begin with.

Jet-black that the majority of Africans and Asians have is rare in South Europe, hair that doesn't show undertones in the sun. Now if you mean chatain/medium brown or something...

Poland, if we count light brown too.

I think this would be more appropriate for lands more south of Poland such as Hungary, the Czech Republic, Slovakia even Romania as very brown - haired countries. Poland too, but less so the north which has a tendency towards dark blondism.
