Greeks are not seen as non-white that much, because you are not Spanish.
They have a certain anti-Spanish fixation, a kind of prolongation of the black legend.
On the other hand, it is an indirect attack on the latin Americans, trying to minimize their European heritage, they desperately try to put distance between the latin Americans and themselves, saying that their European heritage cannot even be considered European.
Quite simply, what they call "white Americans" are being outnumbered by those who are not considered so. They are afraid, and it is their way of expressing their frustration.
Interestingly, many who would not even be considered "white Americans" support these views.
