I would have put North germany ahead of slovakia or hungary and cz rep. behind them.
One czech was once posted, it was asked if he would pass in austria, then, everyone said he looks too exotic there, so no, I don't believe czech republic should be on 4th spot. Otherwise if you take in account those Sudeten German leftovers since the Hapsburg Empire then it could be on the 4th spot along with east germany. And slovenia should be ahead of slovakia in that list for sure, but not ahead of Central germany.
