It's never been a ballot option to return to Spain, nor would Spain take Puerto Rico. It doesn't matter if some Puerto Ricans want to be part of Spain. They're not significant. Statehood will not happen because it would tip the scales to the Democrats. The status quo is likely. If there were independence, Puerto Rico wouldn't really be independent.

Ironically losing the Spanish-American War was a good thing for Spain. Although Catalan businessmen weren't happy about it since they were heavily involved in the Cuban sugar trade.

America is a gigantic spiderweb bureaucracy more than an oligarchy, IMO. We probably agree that there are a few big interests at the top, but an oligarchy wouldn't have millions of employees across hundreds of alphabet soup agencies, like we do. For an oligarchy to allow the dilution of its own power through such bureaucratization sounds irresponsible. Correct me if wrong
