Sounds more like the practically extinct Paw Paw aka Missouri French; Québécois having imported the Euro French school system which altered their accent, not to mention pronunciation, grammar and vocabulary. A group called Codofil tried it the Canadian way in Louisiana and managed to convince monolingual kids for a while that Euro French was the only correct French, save for some native flora and fauna vocabulary as consolation, but they would budge no further, with the result that I actually heard a young radio announcer replace our native SUS (on) with SUR, doubtless ignorant of the fact that the former also occurs in the final syllable of DESSUS (upon = up-ON), and as an uncoupled alternate in older French texts. So, no, young announcer, SUS (pr. su) is not an R-less SUR! And, of course, our R is not the throated R but the Italian tongue tip trill.
