I knew a rich guy which Valois Last Name.
I knew another rich boy that carry the Bourbon surname.
Does it means that they are members of the House of Valois and the royal House of France?

    Both surname are quite common.
Valois originates mainly from NW France (the former County of Valois was located there) and is consequently widespread in Québec too, except for a concentration around Lyon.

Bourbon is typical for Central France (the former Duchy of Bourbon is there) but is present throughout the country besides the Mediterranean region.

    Certainly not!
Those second names simply referred to the provinces the bearers came from. In the late Middle Ages they were typically given to day labourers or small craftsmen.

Here in Spain there are 675 citizens with the royal family name, Borbón, except without the "de" (of) before
There are also 102 with the full "de Borbón" but I think some of them aren't actually from the royal family

You can never be sure with surnames, you must study the family history. Surnames have changed. I suppose many peasants got Valois surname. Maybe some Gypsies too.

Exactly. My surname is of German origin and yet my paternal side is Ukrainian. Surnames don't mean anything.
