It will of course depend on who you ask from person to person and what Western Euro country they're from, we are very diverse just like Eastern Europe (EE). I will give you some of my general thoughts, from what I have observed in the Netherlands.
While I think most regular people here don't care/think much about EE, I do think they look down at them in general as being a backward/corrupt bunch and let me tell you why.
- We have loads of Polish immigrant workers. They are known to be very hard working, often working tough shitty jobs with low pay that Dutch refuse. Opinions on them are probably mixed, one time you hear about a drunk Polish trucker driving over a pedestrian and other times like recently a Polish migrant worker died (Google Translate it if you wanna read it) trying to save 3 kids from the sea this man was a fucking real one.
Personally I have a decent respect for the Poles that is brought down a lot by other things, namely that they are religious fanatics and their government is fucking crazy for it. Examples: LGBT-free zones, abortion getting potentially banned, Polish judges getting serious threats for criticizing their government, just to name a few.
- Every time you hear about Romanians on the media 90% of the fucking time it's a criminal crew blowing up some ATM's again or terrorizing a town with fast and efficient burglaries. It has happened in my town too, they will drive around in their little bus which has 500 tools to break into your house in a matter of seconds, on the lookout for opportunities to rob a house or other nefarious shit. They are known to be remorseless thugs and I really fking hate them, I'm sure there are loads of nice Romanians, but they are not the ones that come to NL, we are getting the worst of them.
- Ukrainians and Bulgarians have a similar kind of bad reputation, just not as bad. I think this 2016 referendum was a good example of that we aren't too fond of the Ukrainians
- The majority of our sex workers are EE's. While I think sex workers are important and they should be treated with respect, it is too ingrained in culture to look down on a literal "whore". Calling someone a whore is a common insult. It makes certain people look down a bit more on EE's.
- Belarus... It has a literal dictator, do I need to say more?
- The opinion of Russia seems to be mostly negative, we of course haven't forgotten the cold war. Just like the US we get to constantly hear about Russia and election meddling, I don't know if or to what extent this is true. Though recently our intelligence agency has been shitting on Russian hackers quite a bit, I would love to provide sources but they are all in Dutch.
They are generally annoying, provoking our allies by intruding in their airspace for example. Showing their muscles to the world just to make sure we can never forget about them.
The younger generations probably think better of Russians, as they just see the funny dashcam videos or watch Gopnik's dancing to Hardbass. Unless you play Dota2/CS:GO where they are annoying as fuck.
- Croatia is actually a somewhat popular holiday destination and I've been there multiple times too. It has some very beautiful places (Dubrovnik looks like a fantasy place, so cool). Their 2018 football run was absolutely crazy for such a low pop country and they probably gained a lot of respect for that as well.
But generally you tend to not hear about them, just like some of the other EE countries, which is a good thing, because media focuses only on the bad/negative things to get more clicks/views.
- With Croatia as a holiday gem the rest of the Balkans are seen as a big pit of conflict and never ending problems. The Dutch military was involved there with the Yugoslav Wars and what happened there was a disaster. So yes, generally you tend to look down on these kinds of places.
- The general attitude towards Hungary nowadays probably is negative because of Orban, he seems to be an annoying troublemaker in the EU but I haven't read up on why. I've been there on holiday as a kid and it was quite fun. Budapest has some epic architecture, but I remember smaller places being quite filthy and I also got worms there... Hopefully that was a problem of the past.
I know that Orban keeps the MENA "refugees" out of Hungary and I wish more of the EU was like that.
- Don't know much about Czechia, they aren't an uncommon tourist destination and they seem to be doing really well for themselves.
- Don't know much about the Baltics. Generally hear positive things about them and they seem to be doing well for themselves. For some reason Lithuanians often cross my path in online games and they seem like nice people.
There are probably plenty of other positives and negatives that didn't pop up in my mind, but overall you can't help but look down on many EE countries as a westerner.
Please remember I'm just 1 random dude and generally I don't know shit so take all this with a fat grain of salt. I just felt like writing a big wall of text today.

Something many of you need to realize. America caters to its elite. Sure some can make good money. I owned a business for over a decade but you could tell they did not want a common man becoming wealthy and having a voice here. There are certain families that own most of the wealth. The rest struggle and many work two jobs. It's not what it once was here.
