It is the most borderline Tier 1 country for sure, but even they would comfortably beat most non-Six Nations countries in Europe, most South American countries bar Argentina, most Asian countries bar Japan etc. In the World Cup last year, they had 30 point plus victories over Canada and Namibia, as well as beating Russia 85-15 in a World Cup warm-up match.

Interesting enough, Brazil won Canada twice, US once and Uruguay 3 times, even being a Tier 3 NT.

Not that I wish to downplay or denigrate Brazil's recent achievements, but people in the know say that the US and Canada often selected substantially understrength teams for those matches.

For that matter, quite a few of the matches I listed in the OP itself involved understrength/experimental Tier One selections too. Here is a list of the Wales players that lost to Japan in 2013, for example: https://en.wikipedia.org/wiki/2013_W..._tour_of_Japan

Of those, only Liam Williams, Dan Biggar, Bradley Davies, Scott Baldwin and to a much smaller extent Josh Navidi, Rhys Patchell, Lloyd Williams, Rhodri Jones and Craig Mitchell could really be described as team regulars during any given period.

Since when do they make these stats?

For example Romania in communist times was a rugby powerhouse and son beated the actual Tier 1 many times.

USA son an olympic gold beating France in 1924.
