No, because negative canthal tilt is very rare among Swedish females. Females have higher canthal tilt than males, and Northern Europeans have higher canthal tilt than Southern Europeans. Among a cohort like this, "low canthal tilt" can just mean canthal tilt that is only slightly positive, and perfectly neutral canthal tilt might already count as very low.

Out of the players in this thread, the players below have among the lowest canthal tilt. Only the first one has clearly negative canthal tilt, and she is half Icelandic and half Peruvian. Actually I should've maybe excluded her as non-white.
