I think that map is more accurate for southern Portugal, southern Spain is a bit more light haired and not that different to Madrid.

I know Spain well, in my grandparents apartment block in Alicante there were several people with lighter hair and eyes and so can say that it is quite a diverse region all in all, Alentejo seemed a bit more brunet overall and noticed very few blondes or light eyed people when i visited Evora.

It is impossible to do a study on "modern" individuals: there is always the uncertainty of the natural color or not of the person, so that some may have a slightly "modified" color or totally. ; the eye color however is more difficult to change, so the colored lenses are easily visible.

I think that we should rather rely on the military registration files which use French taxonomy (and not Anglo-Saxon which limits the classification to "light or dark eyes" or "light or dark hair").
