    Nevertheless I don't explain why Brazil have always been in the top of the most violent cities in the world.

    Of 50 cities in the ranking, 17 are in Brazil, 12 in Mexico, 5 in Venezuela, 3 in Colombia and 2 in Honduras.
    There is also a city from El Salvador, another from Guatemala and one from Puerto Rico.

    One report from ONG says that from 50 cities only 3 are outside America.

    Only the São Paulo- State and some other regions, other states even had an increase. This happens in the USA as well, New York has lowered its rate but other cities have gone up.
    Brazil had a increase of homicides in the left government, mainly in the northeast region.

    For mexican politicians having a strong military has never been a priority. Their arguments is that Mexico has no enemies, and that in case of a conflict, the U.S. would basically protect Mexico.

    Mexico started to show up in such lists in the last 20 years or so when the government (with pressure from the U.S. government) started to crack down on the cartels. A strategy that backfired since it divided the cartels in many subcartels who are now at war with each other. Most of the violence reported in such cities is between drug traffickers fighting for territory.

    The only way to end such problem is to legalize all drugs.

    When it comes to special operations units, I believe Mexico tops every country in latin america. Huge combat experience and superb training (close ties with U.S. special operations units).

    [NAVY] Fuerzas Especiales [FES] (similar to U.S. Navy SEAL's)




    Tier 1 Mexican special ops police unit:
