They are to an extent, but the right word perhaps is a founder effect, rather than inbreeding. Romas/Gypsies get tons of matches of said ethnicity at close relatedness levels on GEDmatch (100-60cM and less). This behaviour is very similar to that in the signal carried by Ashkenazi Jews.
