I wasn't sure if posting this video in this thread or in the thread of Libertador municipality, since the very first three minutes (until he starts departing to Los Teques in Taxi) and the end of the video (after minute 15:30) is in Caracas (in the Libertador municipality), but most of the rest of the video is filmed in the city of Los Teques, the state capital of Miranda, in Los Altos Mirandinos (blue circle in the OP map).

Is a very high resolution video, with lots and lots of people, both in Caracas and Los Teques:

German town of El Jarillo located in Los Altos Mirandinos (blue circle in the OP map), at 30 kilometers from Los Teques, and at almost 2000 meters above the sea level, in the Litoral Chain (Cadena Litoral) of the Venezuelan coastal range.

The current population are German descendants (mostly). Years back they were full German descent, but today many of them are already mixed:
