Coincidentally I happen to know 2 Russians (not related to eachc other) who came here, so there must be some, but like I said before the HUGE immigration Uruguay nowadays got is Venezuelans, Dominicans and Cubans. You see them everywhere, to the point you are in a random spot or shop and see them either working or just being there. You don’t find Russians, Italians or Brasilians everywhere.

If we compare public hospitals vs private hospitals in montevideo the result is like this

Montevideo resident Private Hospital 83,6% european 9,5%Amerindain 6,9% african
Montevideo resident Public Hospital 75,6% European 15,4% Amerindian 9,0% African

Funnily enough if you add that 9% SSA to the 15% Indigenous, the public hospital results are pretty much the same as my results.

I know Venezuelans came because Uruguay has a good quality of life for Latin American standars and because they can find jobs. I suppose it's the same for Dominicans and Cubans, with the plus that Cubans also take advantage of how easy is to become a Uruguayan citizen to get the passport and go to USA afterwards.

Because you don’t need any requirements other than good conduct certificate and a couple years living here. That for the passport. But once you set foot in Uruguay everyone is granted with free education including university, free healthcare and a monthly income to help newcomers to settle down.

Lol it's the first time I've heard of a country giving new citizens a monthly income.

I think it's pretty easy in Chile too then. You've gotta live there for 5 years, healthcare is free for the poor and pensioners (over 60) and education is free for most. Definitely not Uruguayan level but still haha.
