It was move just to be sure nobody will ban the ruling politicians as happened to someone very well known recently.
Ruling politicians in Poland are going towards taking over the media(aka media monopol as before 1989) and when there will be "freedom of speech", the rulers would be able to claim senseless statements or even fake news with speed of light and nobody won't be able to ban them because of "freedom of speech" and still there will be some people who will follow these statements without verifying them.

Edit: Oh, and there is going to be a law that will unable denying the fine(and according to public tv, it's for good of citizens)
