German speaking countries? Except for Germany and Austria none of those countries speak German.

As for rule of law index, Scandinavian countries are pioneers of institution of the Ombudsman, initially it was intended to protect the rights of individuals against the abuse of Royal power. In principle the ombudsman’s decisions are not binding on the authorities, but are normally followed in Northern European countries nonetheless.

Now the model of the ombudsman has also been adapted by the private sector (universities, press, corporations or banks). In this context it functions as an internal dispute resolution mechanism or is used to handle complaints against a private entity by its clientele. They allow the rule of law to remain intact.

The Judicial Appointments and Conduct Ombudsman (JACO) investigates complaints about the judicial appointments process and the handling of matters involving judicial discipline or conduct in the UK.

Ireland was the only European country not included in this.

Not sure why? Anyway some non-Germanic speaking countries like Finland, Estonia, Singapore, Belgium and Japan are also doing well. Scandinavian countries usually rate highly in these and also New Zealand and Australia.
