Kajkavian and čakavian are no more understandable to Serbs than Slovenian and Bulgarian languages.
These are different ethnic groups and no relation with Serbs.

Čakavian and kajkavian are quite diverse. For some čakavians is difficult to understand some other čakavians, and for some kajkavians is difficult to understand other kajkavians.

Dalmatian čakavian is closer to Serbs than Istra-Kvarner one, due to significant štokavian influence which exist in Dalmatian čakavian for centuries.

I wonder why people like you assume anyone who says something about Serbs must be automatically Albanian. Most Albanian people don't care about Serbs. The obsession is rather the other way around from my experience. Not to mention this guy was writing and quoting in Serbo-Croat, a language most Albanian people do not even understand.
