Looks South Asian/North African blend to me? He has to be half European. Like Conchita Wurst, although (s)he looks more MENA.
If I had no idea what he was, I'd say Berid, Caspid or robust Iranid. I wouldn't use a European phenotype for him (other than Paleo Sardinian, which isn't really that legit).
If he really is 100% Dutch, then I'd go with either Atlanto-Med or Paleo Atlantid.

A lot of Dutch people that are supposed to be "part Indonesian" like Geert Wilders are actually part ethnic Dutch Indonesian, it's confusing, but yeah makes sense in this case.Aha! That makes sense. I can see the southeast Asian input for sure now (something was off about him the whole time).
I had a friend who was half Filipino, half English, and he didn't look that different from this guy. And many half European & half southeast Asians have this Berid/Paleo Atlantid "look":
