Probably includes dark blonde given the high percentages. The definition is probably somewhere, but the text is very long and I have to Google translate it since I don't read German..

Yeah if dark blond is included, it makes sense. However parts of old Germany are in Poland even Russia.

For Germany as a whole it's around 40% (TNH found 41% while XP found 39%). That includes what I would call "dark blonde". For true blond only it's around 23% according to XP's study.

This makes good sense. Though I’d raise it up to about 26%.

Yeah guys, let's discuss the blondness of Germans, yeah so fucking interesting. LOOK! North Germans are way blonder... wow, what could it be? Because in the North there's a predominance of Nordic admixture, and Nordics are blondes so it makes perfect sense, so fucking scientific, I love it. But is it light blonde or dark blonde? I don't know dude, in some regions people tend to have light blonde hair, I do too, oh my Lord, I fit in so easily, don't I? But I have some Slavic admixture.

I find this map fascinating and it does confirm what i thought that the Saxon coast along with S Holstein are the blondest areas while the French border is the darkest area, we just need to find a map of this quality for Britain and France.

If we compare it to the map of light eyes I made earlier, we see that in hair colour Bavaria is significantly darker than SW Germany, while in eye colour it's about the same:
