    Essad Pasha Toptani

He is remembered among Albanians as one of the most negative historical figures and the symbol of treason. He was prime minister of Albania and a puppet of Serbia who worked for their interests.

Chios? Ottomans didn't give to Kavalalı. Only Crete (Girit) and Peloponnesus (Mora).

I'd say it would be Abraham Lincoln, who was a master at "the Yankee craft." I'm actually joking, I think Lincoln was a brilliant man, I don't care hotly about being pro-Southern like I was as a much younger (and more juvenile) male. But the character of New England, politically speaking, in the years leading up to the Civil War, was very anti-Southern, any historian would agree. When you humiliate someone, expect that person to have a reaction that is not pro-U. The South was basically challenged to a fight: AND ACCEPTED. They just happened to lose, though.
Note to the Foreigner: This was an 1800's hatred that slew a million men in the 1860s. Some believe it is genetic in nature, owing to the fact of certain areas of England populated certain areas of early (colonial, etc) America, producing an actual ethnic division (along the Mason-Dixon Line).
The outcome of the Civil War is a blessing, for slavery should be always condemned, PERIOD. It is under-condemned in the world today. Let the War stand for that, that's okay with me. BUT: Beneath the surface was some animosity between the two sides. Any observer can tell that the Southerner is more courtly and respectful, and on the surface wears a smile to the stranger... Which leads me to wonder what "makes up the Yankee," behaviorally speaking, and was there merit in the Southern complaint about the "personality" conflict between the two sides. Maybe the South was a living, challenging testimony to their funny ways, in its mere existence, and was "a nail that had to be hammered down."
Yeah, some estimates of the war dead from the US Civil War reach up to a million in number.

Louis XVIII (1755-1824), the loathsome puppet king of France from 1814 to 1824.

He was installed on the French throne by the enemy.
Because of that overweight douchebag, France became (though being virtually the most powerful advanced European country) for all practical purposes a British dominion from 1815 to 1940.
I want to puke whenever I'm thinking of that heap of shit.

And conversely, I'd say William the Conqueror was a deeply baleful influence on Britain - he brought along Norman feudalism and all.
