Nah, no mystery at all nowadays.
It was due to 2 factors:
1.-First, this original tribe located in the Atlas, in the so-called Mauritania Tingitania, was very rebellious against the Romans, so the Romans decided to exile them, as already said. Their transport took 2-3 centuries and in different waves. And why to the Canary Islands?
2.-Due to the monk seal, pucelano, very appreciated for their fur and their fat. as well as their oil and some kinds of medicines in that age. The Canary Islands were literally filled with monk seals, as well as all the Macaronesia. Given that the archipelago was, in the beginning, totally uninhabited, the romans took the members of this tribe to the different islands to exploid this richness via trading.
Once the amount of monk seals dramatically dicreased, the trading turned out already uninteresting for the Romans, their contact with the islands stopped, and all those people were totally forgotten, remaining there at least 1 millenium, totally isolated from North Africa and the rest of the world --having gotten worse with the Fall of the Roman Empire--, even among each other, even from island to island. So their original language evolved in different ways on each island, and this explain they couldn't even understand each other from island to island, although a few toponimies, from that primitive amazigh language, remained. As you said, these people didn't know how to sail, and besides it's extremely difficult to sail from island to island with a simple raft.
Some Roman ruines, related with these activities, have been found in the Isla de Lobos (from lobo marino, as the monk seals were also called), an islet 2 km distant from the main Island of Fuerteventura, on northeast.
