No, the HRE effectively died after the Thirty Years' War, less than 250 years after the Habsburg took over. However, the HRE project happened under the French with Napoleon, it happened with Hitler. Basically, Napoleon had a vision for the west to become the new Rome and failed, and that led to WW1 along with disasters in Russia.

Only the British stopped Napoleon from enslaving Europe. He was damn well close to enforcing hegemony over all of Europe. They also prevented Russia from accessing the Mediterranean via the Black Sea.
