Why isn't Basque language indo-European, if vast majority of Basques are R1a and R1b?

Well, DF27 within the peninsula varies from a frequency between 10-20% in the southwest and + 60% in the Basques.

Those eupedia maps look nice but i'm never sure where the regional variation on these maps comes from.

I doubt southwest Iberia would have 10-20% DF27. I also believe the vast majority of R1b in Iberia is DF27.

According to the study i posted here some regions in southern Portugal have R1b in the 70s%:
